Assurances will be measured through an audit process. A Law Enforcement Auditor will conduct performance audits related to a schedule of reforms based upon national best practices aligned with U.S. Department of Justice recommendations. Audits will include but will not be limited to stratified random samples of arrest data, use of force reports, motor vehicle, and pedestrian stops, internal affairs investigative reports, warrant applications, training procedures, and statements of charges. Candidates should be familiar with audit concepts, such as benchmarking and performance measurement in the public sector. Candidates should be able to recognize inconsistencies, errors, omissions, and falsifications in the material being audited. An employee in this class can make recommendations for formulating and administrating audit policies and procedures for the division. <\/p><p><b> ESSENTIAL DUTIES AND RESPONSIBILITIES <\/b><\/p><ul><li><p> Audit Police Department records to determine compliance with the performance of stated goals and objectives <\/p><\/li><li><p> Conduct periodic audits of stratified random samples based upon reforms outlined in the Federal Consent Decree <\/p><\/li><li><p> Occasionally perform fieldwork to obtain data relating to the audit of Police Department programs and operations <\/p><\/li><li><p> Examine data and other related documents and reports relating to departmental Consent Decree reforms and measures of performance <\/p><\/li><li><p> Prepare documents and consolidates findings on prescribed forms for review by a manager, including source, purpose, and conclusion <\/p><\/li><li><p> Conduct interviews and prepares supporting documentation <\/p><\/li><li><p> Prepare audit Scorecards, Audit Review Summaries, Sample Information Sheets, and related data reports (TVC & Telenav)<\/p><\/li><li><p> Prepare draft and final written narrative reports <\/p><\/li><li><p> Recommend possible improvements in methods of operation, performance, and\/or recordkeeping <\/p><\/li><li><p> Prepare audit plans to meet Consent Decree-mandated audit objectives <\/p><\/li><li><p> Occasionally assigned to other audit duties for training purposes or to meet technological changes or emergencies <\/p><\/li><li><p> Prepares charts, graphs, and presentations outlining comparisons of current and past performance findings <\/p><\/li><li><p> Ability to communicate effectively, both orally and in writing. <\/p><\/li><li><p> Ability to prepare narrative reports explaining investigative activity and findings and justifying prosecution of a case. <\/p><\/li><li><p> Ability to utilize photographic equipment to photograph and document criminal evidence.\u00a0<\/p><\/li><li><p> Ability to maintain the confidentiality of sources and records. <\/p><\/li><\/ul><p><b> MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS <\/b><\/p><p><u> Requirements <\/u><\/p><ul><li><p> Bachelor\u2019s Degree from an accredited institution of higher education, with a focus on Criminal Justice or a related field <\/p><\/li><li><p> Successfully review an applicant\u2019s employment history to determine suitability for hire <\/p><\/li><li><p> Be at least 21 years of age <\/p><\/li><\/ul><p><u> Equivalencies <\/u>\u00a0\u2013 Each additional year of education at an accredited college or university may substitute for six (6) months of the experience requirement. <\/p><p><b> LICENSES, REGISTRATIONS AND CERTIFICATES <\/b><\/p><p> A valid Class C Noncommercial driver\u2019s license or an equivalent out-of-state license acceptable to the Office of Risk Management is required. <\/p><p><b> NOTE:\u00a0Those eligible candidates who are under final consideration for appointment to positions in this class will be required to authorize the release of criminal conviction information. <\/b><\/p><p> Employees must participate in and successfully complete entry-level and ongoing skill development training related to the investigation and departmental policies to maintain employment in this position. <\/p><p><b> BALTIMORE CITY IS AN EQUAL OPPORTUNITY EMPLOYER <\/b> <\/p> <h3> About Us  <\/h3> <p> In the City of Baltimore we hire great people and provide them with the skills and opportunities to grow toward their career aspirations.
